Richard Benjamin Speck [2] [3] was born in Kirkwood, Illinois in 1941 and was the seventh of eight children of Benjamin Franklin Speck and Mary Margaret Carbaugh. The family moved to Monmouth, Illinois, shortly after Speck's birth. He and his sister Carolyn (b. 1943) were much younger than their four older sisters and two older brothers.
Monmouth is a city in and the county seat of Warren County, Illinois, United States. [3] The population was 8,902 at the 2020 census, down from 9,444 in 2010. It is the home of Monmouth College and contains Monmouth Park, Harmon Park, North Park, Warfield Park, West Park, South Park, Garwood Park, Buster White Park and the Citizens Lake & Campground.
In recent years, average temperatures in the county seat of Monmouth have ranged from a low of 15 °F (−9 °C) in January to a high of 85 °F (29 °C) in July, although a record low of −27 °F (−33 °C) was recorded in February 1905 and a record high of 110 °F (43 °C) was recorded in July 1936.
