There's no such thing as an "FPS boost" pack, as most blocks in Minecraft aren't 3D meshes, rather images from a texture atlas projected onto blocks, you can't optimize the blocks with things like removing unseen polygons, as they are just textures, the only thing you can do is change the resolution of the textures, but since Minecraft's default textures are 16x16 this won't help.

I recently found myself wanting to create a pvp texture pack to use. Most of my work so far has been put into the "gui" folder. I was editing the "widgets.png" file, just trying to re-texture the bit that shows you which hotbar slot is selected, but I keep running into a problem with it.
In order for this pack to work, you need to have Optifine installed. When installed, make sure custom items are set to ON in video settings > quality settings. Additionally, this resource pack is designed for Optifine 1.8.9. It probably won't work on later versions.
