The Universidad de Oriente was founded on 21 November 1958 by Decree Law No. 459 published in the Official Gazette of the Republic of Venezuela No. 25,831 by the Governing Board chaired by Dr. Edgar Sanabria, as Minister of Education on Dr. Rafael Pizani, under the leadership of its founder Rector Dr. Luis Manuel Peñalver.
The institute is located on the Cerro Colorado campus of Universidad de Oriente in Cumana, Sucre. Its facilities include two buildings which house administrative offices, laboratories, classrooms, and the Rafael Antonio Curra library - a specialized books and magazines depository on marine biology and oceanography bibliography.

Cumaná was the first settlement founded by Spain in Venezuela and South America, established in 1515 by Franciscan friars, [2] under the name Nueva Toledo, but due to successful attacks by the indigenous people (such as the Cumanagoto people), it had to be refounded several times until Diego Hernández de Serpa's refoundation in 1569 with the name of Cumaná.
