The United States Armed Forces were initially organized as USEFT (United States Force European Theater, from August 1, 1945 to February 28, 1946, in Berlin and Frankfurt am Main, in the IG Farben building. On March 15, 1947 they were reassigned to EUCOM (European Command) in Frankfurt, 1948 moved from Frankfurt to Heidelberg, Campbell Barracks.

It was redesignated as Schweinfurt Air Base on 1 August 1947, in anticipation of the Air Force becoming a separate branch of the U.S. Armed Forces. On 5 October 1947, control of the airfield was turned over to the United States Army as the Air Force consolidated its forces around the Munich area.
Construction for the Federal Building began with the demolition of the Old Central Armory and the Cuyahoga County Morgue. The Armory building was designed by Lehman and Schmitt and constructed in 1896. It was made in a late Victorian style with a Gothic exterior. The Morgue, constructed in 1894, showed examples of Egyptian Revival architecture.
