It is a sequel to the 2007 game Naruto: Rise of a Ninja and is the second and final Naruto game to be published by Ubisoft before their rights to the IP expired.

In response, the leader of Konoha and the Fourth Hokage, Minato Namikaze, at the cost of his life, seals the fox inside the body of his newborn son, Naruto Uzumaki, making him a host of the beast.
The game received mixed reviews. Ryan Clements of IGN was disappointed, stating that Naruto Shippuden: Legends: Akatsuki Rising follows the same story as Naruto Shippuden: Ultimate Ninja 4 and is no fun. He further commented that the game's battle system can be frustrating, and he described it as "a mediocre game at best".
