The Civilian Pilot Training Program (CPTP) was a flight training program (1938–1944) sponsored by the United States government with the stated purpose of increasing the number of civilian pilots, though having a clear impact on military preparedness.
While attending college at West Virginia State College, the school introduced a Civilian Pilot Training Program (CPTP) in 1939. The school was one of only six historically Black secondary education institutions in the nation to establish one of these programs, which were federally funded. [4] Rose Rolls was the only woman to join.
Hazel Jane Raines (April 21, 1916 – September 4, 1956) was an American pioneer aviator and flight instructor with the Civilian Pilot Training Program.During World War II, she was part of the first group of United States women to fly military aircraft, which they did in a war zone for the civilian British Air Transport Auxiliary.

The first RAF flight cadets began training in the United States in June 1941. The Army Air Corps (later Army Air Forces) maintained a small liaison detachment at each of these schools, however the RAF provided a cadre of officers for military supervision and training, while flight training was conducted by contract flying schools.
