The building continued to serve as the local administrative headquarters after the area became part of the new Borough of Ellesmere Port and Neston in 1974. [13] However, council meetings continued to be held at Whitby Hall until the early 1990s, when the council offices were extended.
The foundation stone for Ellesmere Port Civic Hall was laid by the Chairman of Ellesmere Port Borough Council, Horace Black, on 2 May 1953. [11] The first elections to the new Ellesmere Port Borough Council created under the Local Government Act 1972 were held in 1973, initially operating as a shadow authority until the new arrangements came into effect on 1 April 1974.
