The China Scholarship Council (CSC; Chinese: 国家留学基金委员会; pinyin: Guójiā Liúxué Jījīn Wěiyuánhuì) is China's Ministry of Education body that provides support for international academic exchanges with the country and is the primary vehicle through which the Chinese government awards scholarships. [1]
Applicants must be of P.R. China nationality, including citizenship of the Special Administrative Region of China - Hong Kong [7] [8] and Macao. Applicants must not have received any financial support from the Chinese government, such as the CSC scholarship, during their studies. Applicants must not have received this award previously.
The International Cooperative Program for Innovative Talents (ICPIT) mechanism is the top-level international educational exchange program for higher education of the Ministry of Education of the People's Republic of China. [1] [2] The ICPIT program is administered by the China Scholarship Council. [1]

Breakthroughs have been achieved in the joint training of students studying abroad, the high-level university graduate program of the China Scholarship Council, the qualification of the Chinese government scholarship institution, the acceptance of foreign students to study in the school, and the exchange of students to Taiwan.
In December 2004, Pakistan concluded an agreement with the China Scholarship Council to send official scholarship students to China; the first batch of 300 were scheduled to enroll at 15 different universities in China in June 2005, with later batches of 500 each over the following five years.
