The eThekwini Metropolitan Municipality council consists of 222 members elected by mixed-member proportional representation. 111 councillors are elected by first-past-the-post voting in 111 wards, while the remaining 111 are chosen from party lists so that the total number of party representatives is proportional to the number of votes received.

Durban (/ ˈ d ɜːr b ə n / DUR-bən; Zulu: eThekwini, from itheku meaning "bay, lagoon") [a] is the third-most populous city in South Africa, after Johannesburg and Cape Town, and the largest city in the province of KwaZulu-Natal.
In the December 2000 local elections, in which eThekwini was established, Reddy narrowly won a seat as ward councillor for the township of Chatsworth, Durban: he received 1,552 votes (35.2%) against the 1,483 votes (33.68%) received by the Democratic Alliance (DA).
