The congregation first met at the Beverly Hills Hotel from 1922 onwards. [4] Four years later, in 1926, a chapel was built. [4] By 1935, it became a parish in its own right. [4]

All Saints leaders and parishioners agreed that the church needed to add to its building space to house the increased scope of its activities. Having grown to 3,500 members in the congregation, 125 ministries and 13,000 meetings per year, the facilities built in the 1920s were inadequate for the 21st Century. [ 8 ]
He also designed the post office in Beverly Hills in 1932 and 1933. [ 1 ] [ 3 ] Later, he designed the city hall and police station in Newport Beach, California in 1949. [ 1 ] [ 4 ] He also designed the All Saints' Episcopal Church in Riverside, California .
Beverly Hills was one of many all-white planned communities started in the Los Angeles area around this time. [18] Restrictive covenants prohibited non-whites from owning or renting property, unless they were employed as servants by white residents. [12]: 57 It was also forbidden to sell or rent property to Jews in Beverly Hills. [19]
