Carroll County was formed on January 15, 1851, from sections of Pottawattamie County. It was named after Charles Carroll [3] of Carrollton, Maryland, the only Roman Catholic and longest-living signer of the Declaration of Independence. In 1855, the county government was established in Carrollton and in 1858, the first courthouse was built.
Brown Township was made an independent township in 1815 while a part of Stark County. [ 5 ] With the formation of Carroll County in 1833, two miles off the east side of Sandy Township were annexed to the west side of Brown Township, creating an eight mile wide township.
