In July 1993, the agency moved to Kirtland AFB due to the closure of Norton AFB. Following the Blue Ribbon Panel on Aviation Safety in 1995, the Air Force Safety Center was activated on January 1, 1996, when the Air Force Chief of Safety and support staff moved from Washington, D.C., to consolidate all safety functions at Kirtland AFB.

The 58th Special Operations Wing (58 SOW) is a combat unit of the United States Air Force stationed at Kirtland Air Force Base, New Mexico. The 58 SOW is part of the Air Education and Training Command (AETC) Nineteenth Air Force. The 58 SOW serves as the premier training site for Air Force special operations and combat search and rescue aircrews.
The Space Development and Test Wing was activated 1 August 2006. Prior to that, Detachment 12 of the Space and Missile Systems Center had been activated at Kirtland AFB 29 June 2001, taking responsibility for research, developmental test and evaluation organizations that had been co-located at Kirtland AFB alongside the Air Force Research Laboratory Space Vehicles and Directed Energy Directorates.
