Council Tax is a local taxation system used in England, Scotland and Wales. It is a tax on domestic property, which was introduced in 1993 by the Local Government Finance Act 1992, replacing the short-lived Community Charge (also known as "poll tax"), which in turn replaced the domestic rates.
Powys is administered by Powys County Council and has 68 elected councillors representing 60 council wards. Although it is a unitary authority , the highway functions of the council, along with the allocation of small grants, are delegated to the three Shire Committees.

By 1986 the council had changed its name from Montgomery to Montgomeryshire. [ 5 ] The district was abolished by the Local Government (Wales) Act 1994 , with its functions transferring to Powys County Council on 1 April 1996.
