You may name the usernames of the editor(s) involved and the page(s) or topic areas involved, and say that "there may be a conflict of interest", but do not state anything more about the nature of the private evidence, and do not make any statement that violates the harassment policy.
In order to be tagged, the article should have a specific, articulatable, fixable problem. Do not apply this tag simply because you suspect COI editing, or because there is or was a COI editor. Put {} at the top of the new section, below the new heading. Use {{edit COI|N}} if you are unfamiliar with the COI guidelines and Wikipedia's policies and guidelines.
