The Oklahoma Wing of the Civil Air Patrol (CAP) is the highest echelon of Civil Air Patrol in the state of Oklahoma. Oklahoma Wing headquarters are located at Tinker Air Force Base near Oklahoma City. Gilmer Neely Capps (January 18, 1932 – August 27, 2019) was an American politician in the state of Oklahoma. His parents were J. Gilmer and Mary Neely Capps of Tipton, Oklahoma. He was raised in Snyder, Oklahoma, where he graduated from high school. [1] Capps was a farmer/rancher and alumnus of Oklahoma State University.
