Just make a bubble column like normal, then use dispensers to put powered snow into each spot of water. Then you just use flowing water to remove the powdered snow. wind charges seem to remedy this. I've searched and any method I could find has been patched.
If you make a tower/tube you can place one single water source at the top. Then place kelp inside from the base all the way to the top. The kelp will turn each downward flowing water into source blocks. You can make a bubble column once all the water is source blocks. true.
It is possible to make toggleable bubble columns still, but you have to tweak things slightly: First, as with the pre-edit comment above, ensure that all water blocks are sources. Second, at the bottom, or at whatever level you push a block via piston, widen the column at that level, to 1×3, or a 1×1×1 elbow.

A: On bedrock, you can break end portal frames by growing a red mushroom 2 blocks out and 3 blocks down from the frames, so you can just do this at the location of an end portal in a stronghold (sometimes the mushrooms grows too high. If this happens, just get rid of the mushroom and try again)
EDIT 3: Do not put a source block in the empty space next to the elevator. Leave it empty so the water flows into it which in turns pulls the mobs in. aw, why did i not think about this earlier... i did a weird piston thing to achieve the same thing -.-.
Id use litematica to delete every block around a bubble collumn that I would simply build by hand because I suck as commands. Litematica sends no updates when deleting blocks. You can use bubble columns and observers for semi-instant vertical redstone. Observers can detect when a water source block changes to a bubble column and vice-versa. I haven't seen this mentioned anywhere, so I thought I'd share my findings. The signal travels instantly when retracting the piston, and with some delay when expanding the piston.
In order for this to work, the bottom block must be a source block. An easy way to make this would be to drop a source block at the top. Dirt block at the bottom and place kelp all the way up. The kelp makes flowing water into source blocks. Then you can place the soul sand and wallah! Bubbles all the way up!
Get rid of the top water source block, and instead of having the items redistribute to all sides, have three water sources line one side and make a wall of chests instead of a circle ( I suck at explaining, hope this helps) Not doing that. 7.4M subscribers in the Minecraft community.
