The National Incident Management System (NIMS) is a standardized approach to incident management developed by the United States Department of Homeland Security. The program was established in March 2004, [ 1 ] in response to Homeland Security Presidential Directive -5, [ 1 ] [ 2 ] issued by President George W. Bush .
A base is the location from which primary logistics and administrative functions are coordinated and administered. The base may be collocated with the incident command post. There is only one base per incident, and it is designated by the incident name. The base is established and managed by the logistics section.
As no two incidents are the same, the structure needed to meet the demands of various incidents must also vary to adapt to the situation. The ability to scale the structure to combine different roles for smaller incidents and then separate out the AIIMS functions as the incident grows or changes is one of the key advantages of AIIMS.
