The Air Ministry issued a specification on 11 August 1947 B.14/46 for a "medium-range bomber landplane" that could carry a "10,000 pound [4,500 kilogram] bomb load to a target 1,500 nautical miles [2,780 kilometres] from a base which may be anywhere in the world", with the stipulation it should be simple enough to maintain at overseas bases.
