The London Borough of Sutton and its council were created under the London Government Act 1963, with the first election held in 1964. [4] For its first year the council acted as a shadow authority alongside the area's three outgoing authorities, being the municipal borough councils of Sutton and Cheam and Beddington and Wallington, and the urban district council of Carshalton.

Elections for London Borough of Sutton were held on 6 May 2010. The 2010 General Election and other local elections took place on the same day. In London council elections the entire council is elected every four years, opposed to some local elections where one councillor is elected every year for three of the four years.
