Luton's first elected local authority was a local board established in 1850, prior to which the town had been administered by the parish vestry. [5] The town became a municipal borough in 1876 governed by a body formally called the 'mayor, aldermen and burgesses of the borough of Luton', generally known as the corporation, town council or borough council.
The town hall continued to serve as the headquarters of the borough council for much of the 20th century and remained a meeting place for the enlarged Luton Borough Council which was formed in 1974. In 1965 it was acquired by Luton Borough Council and opened as Putteridge Bury College of Education in 1966. Following Government cutbacks during the 1970s Putteridge Bury ended its brief life as a teacher training centre and was merged with Luton Technical College to become the Luton College of Higher Education, in September 1978.
