It was developed and is owned by EDF EN Canada and is operated by EDF Renewable Services, both units of EDF Energies Nouvelles. Construction began in May 2009 and operation commenced in December 2009. The project consists of 312,000 PV thin film solar panels made by First Solar and mounted on 13,000 fixed-tilt racks in a 200 acres (81 ha) field.
At the end of 2006, the Ontario Power Authority (Canada) began its Standard Offer Program, [4] the first in North America for small renewable projects (10MW or less). This guarantees a fixed price of $0.42 CDN per kWh for PV and $0.11 CDN per kWh for other sources (i.e., wind, biomass, hydro) over a period of twenty years.
With the introduction of a Feed-in tariff (FIT) in 2009, Ontario became a global leader for solar energy projects. The program was the first of its kind in North America. [citation needed] Thanks to the FIT program, Ontario was the home of what was temporarily the largest solar farm in the world (in October 2010) until surpassed by larger farms in China and India.
While in 1977 prices for crystalline silicon cells were about $77 per watt, average spot prices in August 2018 were as low as $0.13 per watt or nearly 600 times less than forty years ago. Prices for thin-film solar cells and for c-Si solar panels were around $.60 per watt. [ 43 ]
The tariff for wind energy, 1.25 ZAR/kWh (€0.104/kWh) was greater than that offered in Germany and more than proposed in Ontario, Canada. The tariff for concentrating solar, 2.10 R/kWh, was less than that in Spain. NERSA's revised program followed extensive public consultation.
