Rakes (2008) examines coal mine fatalities in the state in the first half of the 20th century before safety regulations were strictly enforced in the 1960s. Besides the well-publicized mine disasters that killed a number of miners at a time, there were many smaller episodes in which one or two miners lost their lives.
The U.S. Bureau of Mines was created in 1910 to investigate accidents, advise industry, conduct production and safety research, and teach courses in accident prevention, first aid, and mine rescue. The Federal Coal Mine Health and Safety Acts of 1969 and 1977 set further safety standards for the industry.
