The Payne–Aldrich Tariff Act of 1909 (ch. 6, 36 Stat. 11), named for Representative Sereno E. Payne (R–NY) and Senator Nelson W. Aldrich (R–RI), began in the United States House of Representatives as a bill raising certain tariffs on goods entering the United States.
Payne's bill passed the House in April 1909; when it reached the Senate, the chairman of the Senate Finance Committee, Nelson W. Aldrich, attached numerous amendments that raised tariff rates. The Dingley Act tariff had been enacted to protect American industry from foreign competition. The 1908 party platform had supported unspecified revisions to the Dingley Act, and Taft interpreted this to mean reduction.
