The park opened in 1988 from private donations collected by the Telephone Pioneers of America and is the first barrier-free park in the United States.

Originally called Phoenix Mountain Park, it was formed in 1924 when President Calvin Coolidge sold its initial 13,000 acres (53 km 2) to the city of Phoenix for $17,000. It has since been expanded through bond programs during the 1970s into the early 1980s. It is located south of central Phoenix, hence the name.
In 1986 City of Phoenix closed down the park for major renovations. Many amusement rides, including the Allan Herschell Carousel were sold off. A group of residents established fund to restore the carousel in the park, and it was restored and re-dedicated in 1991 when Kiddieland was re-opened as Enchanted Island Amusement Park.
