Here's a paper that reviews several whole house surge protectors and evaluates their various specs. There are pros and cons to each one, but the Eaton CHSPT2ULTRA seems to be one of the better ones. In general, surge protectors that mount in place of a breaker offer less protection than the externally mounted models.

The first breaker in my panel is a 20 amp two pole that goes to my AC. I was thinking of doing one of three things to fit it in (from easiest to most difficult): 1. Pigtail the WHSP to the A/C circuit using Wagos. 2. Replace the A/C breaker with a similar Square D breaker that allows double tapping and have it connect to both the A/C and the WHSP.
The best option I found so far is a Siemens SPD that includes two built-in breakers. If you do not want a whole house panel surge, you can talk to your utility company and spend a few thousand for one that fits in between the meter and the meter pan.
