Unfortunately there is no way to download any old version. Its only a retrospective about that version but the actual download button is missing. So is no way to get those good old versions. The only way that I found it is possible is from adjacent websites.

I managed to do the downgrade by downloading Android Studio 3.0.1 from here and then running the installer. It will prompt whether to uninstall previous version, and when you allow and proceed, it will remove 3.1 and install 3.0.1. You need to ensure 3.1 is not running in background i.e. Close the Studio 3.1 application.

I have tried via sdkmanager and by the older android version but all of them seem to always link to the latest version of platform-tools. I am trying to do this without Android Studio. This also makes it difficult to create server's with the same version since it is constantly pulling the latest version when we provision a new system.
