[1] [2] Its primary goal was "developing communities in Judea, Samaria, the Golan Heights, the Galilee, the Negev and Gush Katif." [3] The initial communities it developed were Ofra, Mevo Modi'in, Kedumim, and Ma'aleh Adumim. [3]
