Bedford County was created on March 9, 1771, from part of Cumberland County and named in honor of Fort Bedford. The 1767 Mason–Dixon line had stabilized the southern border with Maryland. In the aftermath of the American Revolution , the population increased largely due to emigration.

Topper won a special election on January 28, 2014, to succeed Pennsylvania State Representative Dick Hess, who died during his term. [ 4 ] [ 5 ] He was reelected to four more consecutive terms. Prior to his election as a state representative, Topper served on the Bedford Borough Council for two years.
As of the census [3] of 2000, there were 647,435 people, 250,845 households, and 169,848 families residing in the district. The racial makeup of the district was 87.16% White, 6.05% Black or African American, 0.14% Native American, 4.05% Asian, 0.00% Pacific Islander, 1.32% from other races, and 1.24% from two or more races. 3.06% of the population were Hispanic or Latino of any race.
Dick Lee Hess (September 12, 1938 – September 6, 2013) was a Republican member of the Pennsylvania House of Representatives for the 78th District and was elected in 1986. He was also the Republican chairman of the House Transportation Committee.
