The Council adopts laws, sets policy, and holds final approval over the budget. Its current name and structure is the result of a merger of King County and the Municipality of Metropolitan Seattle , better known as Metro, which was a federated county-city structure responsible for water quality and public transportation .
The mayor administrates council meetings, helps set the issues on the council's meeting agendas, and serves as the city's most visible spokesperson. Operational authority is held by the city manager, who administers the city's day-to-day activities. The city manager is also elected by the seven members of the council instead of by popular vote.
