This is an incorrect statement. A chord is defined as three or more notes played at once. A power chord is neither major nor minor because it lacks the third which defines the quality of the chord. However it is most certainly a chord. On a side note most humans (lay listeners) hear a power chord as minor even though its not. But its a chord.
