The U.S. Military Assistance Command, Vietnam (MACV) was a joint-service command of the United States Department of Defense, composed of forces from the United States Army, United States Navy, and United States Air Force, as well as their respective special operations forces.
[1]: 236 Up to 1968 the territorial forces had been without advisers and often Military Assistance Command, Vietnam (MACV) had little information on their condition and employment. With thousands of these units spread out over the country any effort to place permanent advisers with them would have been too costly in terms of U.S. manpower.

Project DELTA was established at Nha Trang in 1964 and consisted of six reconnaissance hunter-killer teams each composed of two United States Special Forces (USSF) and four Army of the Republic of Vietnam Special Forces (LLDB) and later supported by the 91st Ranger battalion.
