Cabras Island was historically a low-lying finger of land off the coast of Piti, Guam that formed part of the northern protective arm of Apra Harbor.Shortly after the 1944 Battle of Guam it was connected by a causeway to the mainland and extended by the Glass Breakwater, and is now typically referred to simply as Cabras.

Five cruise ships visit Guam annually, requiring a reconfiguring of port operations. [34] [35] Marinas are located in the area known as Inner Cabras in Piti between Cabras and Drydock Island, just south of the Guam Power Authority plants. Aquaworld Marina and Harbor of Refuge are owned and operated by the Port, with slips leased to tenants. [36]
This spur route from GH-1 runs westward along Cabras Island, a narrow peninsula which forms the northern edge of Apra Harbor. This area houses Guam's commercial port facilities, making GH-11 an important transport route. The Port Authority of Guam is located on this highway within the port facilities.
The western boundary of the preserve includes portions of Cabras Island to Piti Canal, a man-made cut, and includes the Tepungan Channel. Piti Canal and Tepungan Channel are used to intake cooling water intake to the Guam Power Authority plant at Cabras; discharge is into the Piti Channel that empties into Apra Harbor. [3]
Cabras Island, now artificially connected to the mainland, contains the main power plants for Guam and the Port of Guam and is accessible from the intersection of Marine Corps Drive and Guam Highway 11, known as Cabras Road. The Glass Breakwater that extends westward from Cabras Island protects the northern side of Apra Harbor.
