The Constitution of the State of Minnesota was initially approved by the residents of Minnesota Territory in a special election held on October 13, 1857, and was ratified by the United States Senate on May 11, 1858, marking the admittance of Minnesota to the Union.
The Territory of Minnesota was an organized incorporated territory of the United States that existed from March 3, 1849, [1] until May 11, 1858, when the eastern portion of the territory was admitted to the Union as the State of Minnesota and the western portion became unorganized territory and shortly after was reorganized as part of the Dakota Territory.
As more people moved to the territory, the number of lawmakers needed to represent them grew. On May 11, 1858, Minnesota becomes the thirty-second state to enter the union. The population boomed when Minnesota became a state, and the small Capitol building needed improvements. Gas lighting replaced candles in 1867.

Rice served from Minnesota's admittance on May 11, 1858, to March 4, 1863, in the 35th, 36th, and 37th Congresses and was not a candidate for re-election; he was an unsuccessful candidate for governor in 1865.
