If you just want your sandbox to be renamed but remain in your user space (e.g. "User:Your Name/Article Title") or have it moved to the draft namespace (e.g. "Draft:Article Title"), you can put {{subst:Requested move|Draft:Article Title}} on the talk page associated with your sandbox. If that page doesn't exist yet simply create it.
