When Pupstruction gets a request from Mayor Gilmore to build a water park, Bobby decides to pretend to be a dog named Doggo and sneak into their headquarters so he could steal their plans and build the water park instead. He does things like make Pupstruction play fetch and secretly jammed the mechanism that enables them to launch their trucks.
