Shelbyville is a city in and the county seat of Bedford County, Tennessee. [6] The town was laid out in 1810 and incorporated in 1819. [7] Shelbyville had a population of 20,335 residents at the 2010 census. [8] The town is a hub of the Tennessee Walking Horse industry and has been nicknamed "The Walking Horse Capital of the World".

The courthouse square was laid out in 1810 as a central block, bounded by four streets and surrounded by a grid of square city blocks of the same size.
After the factory closed, the building was neglected for about a decade. In 1996, it was listed on the National Register of Historic Places in recognition of its significance in Shelbyville's industrial history. The Bedford County Arts Council restored the building and converted it to its current use as an arts center.
