Or does it take time? Most online applications I make for other cards get declined saying they were unable to verify my information, or unable to retrieve my credit score. I tried a few different online services both paid and free ones to check and they too were unable to fetch my credit score. Is this supposed to take longer than 6-7 months?

To answer your question, simply log into the gvt authorized site at annualcreditreport.com and attempt to order your FCRA-mandated free annual copy of your credit report. If they do not have an established file, they will so inform.

From 2017 on I had to spend longer periods in the US and using my credit cards issued in my home country became expensive (high exchange rates, taxes etc.) and I ended up getting a few american credit cards to help me offset these costs. I had an ITIN number and got approved for those cards, to which I never had a late payment.
Check Amex and Cap1 pre-qual forms online, they do accept ITIN numbers. As I said before, the main problem at this point is that the ITIN is not on her credit file. So if I were you: - chat/talk with Amex and ask them to add the ITIN to her profile - check pre-qual sites to see if anything show in the future
Changing it won't erase any of your credit history, just like moving or changing your phone number doesn't. My US credit reports are pulled up by my Canadian Social Insurance Number - which obviously isn't on file in any US government database (It got in my file because of AMEX wanting you to enter it on your phone before they'll speak to you.)
