The BMW 003 began development as a project of the Brandenburgische Motorenwerke (Brandenburg Motor Works, known as "Bramo"), under the direction of Hermann Östrich and assigned the RLM designation 109-003 (using the RLM's "109-" prefix, common to all jet and rocket engine projects). The 109-718 (109 prefix number for the Reichsluftfahrtministerium, or RLM, designation used for all reaction-propulsion [rocket and gas turbine] aviation engine projects) was designed as an assist rocket for aircraft, for rapid takeoffs or to enable them to achieve high-speed sprints, akin to what Americans called "mixed power" postwar.
By 1946, Soviet designers were still having trouble in perfecting the German-designed, axial-flow BMW 109-003 jet engine — blueprints for the 109-003 turbojet had been seized by Soviet forces from the Basdorf-Zühlsdorf plant near Berlin and from the Central Works near Nordhausen.
