Blackburn with Darwen Borough Council is the local authority of Blackburn with Darwen in the ceremonial county of Lancashire, England. Since 1998 it has been a unitary authority , being a district council which also performs the functions of a county council ; it is independent from Lancashire County Council .

Darwen rose from the ashes of East Lancashire Coachbuilders in August 2007, after they went into administration [1] - Darwen saved them the next day. Darwen went about reorganising the business, making a number of redundancies and rebranding main bus side of the business as Darwen East Lancs, the repair arm as Darwen North West.
Lower Darwen was formerly a township and chapelry in the parish of Blackburn, [5] in 1866 Lower Darwen became a separate civil parish, [6] on 25 March 1893 the parish was abolished and merged with Blackburn. [7] In 1891 the parish had a population of 5573. [8] It is now in the unparished area of Blackburn.
