Ignoring the quality of this particular rough recording, I think that it was cut because it focuses too much on Angelica/Alexander's potential relationship. It focuses on Angelica's sacrifice at a time when the story needs to focus on Alexander. And they got the best parts of the song, the parts that really work, into the official version.

This is the only vid that wasn't an animatic I could find, in my opinion this song should have made the cut. I really like "Burn" but I prefer "Congratulations". Hamilton and Angelica had so much going on, and in general, Angelica had more character than Eliza throughout the whole show, they only showed Eliza as Hamilton's love interest.

Congratulations was cut from the official run of Hamilton and was only in workshops, as well as remixed in the mixtape. Show is exactly how it would’ve been to see it live. I think it’s a shame that song is cut, a lot of the workshop left stuff makes me sad it would’ve been nice
