Leeds is a tricounty municipality located in Jefferson, St. Clair, and Shelby counties in the U.S. state of Alabama; it is an eastern suburb of Birmingham. It was created by the Oklahoma state legislature in 1935, and is headquartered in Tulsa, Oklahoma. GRDA was designed to be self-funding from the sales of electricity and water.
