Joliet developed along the Des Plaines River, and its downtown is located in the river valley. Joliet has a "west side" and "east side", referring to areas in relation to the river. With the construction of highways and suburban development to the west, many businesses moved from the downtown area to the expanding areas west of the river.
The east side failed to recover from the depression; remaining houses were converted into multiple-family homes or abandoned. The construction of Interstate 80 in the 1960s revitalized Washington Street, but did little for the residential areas. In 1975, Joliet financed a program to assist East Side home owners to rehabilitate their homes.
Service on this portion of the Joliet Cutoff ended in 1972. This abandonment opened the way for the railroad bed to be rededicated to public trail use. [1] Starting in 1977, local residents organized to preserve the historic right-of-way for trail use. In 1982, the right-of-way was renamed the Old Plank Road Trail.

The owned road of the Joliet and Chicago taken over by its lessee on July 1, 1864, consisting of 36.25 miles between Chicago and Joliet, Ill., had been acquired by construction with its own forces in 1857 and 1858. Since 1864, 0.97 mile of the road has been abandoned or converted as other than main track.
