If you right click on the photo, you should see "edit & create" and then "edit" In there, you should have an enhance, and adjust section where you edit the photo. This is an option that is lacking in the Photos App in Windows, to add basic text to a photo, right click the image file and select Open With - Paint and using the Paint app, you can add static text to am image.
