The Dakota County Community Development Agency (CDA) is a local government agency whose mission is to improve the lives of Dakota County residents and enhance the economic vitality of communities through housing and community development.
The Housing Choice Voucher Program (also known as Section 8) partners with the private rental market in Dakota County to provide decent, safe and sanitary housing opportunities for low-income families, elderly, handicapped and disabled persons at an affordable cost.
Senior Housing. The Senior Housing Program provides affordable, independent living for adults 62+. 1- and 2-bedroom apartments are available in all major cities in Dakota County.
The Scattered Site Public Housing Program is designed to provide affordable housing for families with low- or moderate-incomes through a variety of housing options. Participants pay 30% of their monthly income towards rent.

Through the CDA’s homeownership programs and services, Dakota County residents have resources and information available to purchase a home, fix up their existing home, prevent their home from going into foreclosure and make their home as energy efficient as possible.
