    I propose removing the by-province breakdown under "District Municipalities" and just leaving the "Full List" link.This will eliminate the redlinks, and Districts of South Africa (a.k.a. Full List) read together with List of municipalities in South Africa already does a good job of supplying the same information the by-province lists do.
