Yes, it goes against Riot TOS and you can be permabanned for it. think of it like speeding on the highway. yes, it is illegal. vast manjority of people can speed their entire life and will never get caught. but it only takes one cop to look at you the wrong way and pull you over to ruin your day (and insurance).

Yes but drututt is using them on stream and nothing happened. At least technically yes. Idk how much Riot enforces that rule, but I wouldn't recommend using custom skins. Yes. Riot came out with a dev talk 6 months ago stating it's okay to use custom skins.
Red Riot, a youtuber, used to have videos of him using custom skins and IIRC he didn't get banned either and just stopped making LoL videos after the file changes Riot made to skins and champs made it so that a skin you were using probably would be incompatible after some patch, making it imposibble for a while to use custom skins.
Probably. Unfortunately, if they decide to endorse the rule later and ban the people with custom skins, you have no grounds to defend yourself since it is clearly against the rules. It's not exactly non-bannable. You can get banned, but you won't 100% get banned. If you're willing to take the risk, go for it.
