OK since this is a bigger debate than I realized, I've done a bit more digging. I did a poll at the virtual stamp club, a lively philatelic forum, and out of 62 respondents so far, 59 (95%) believe that philately encompasses both collection and study of stamps.
American Topical Association Chapters are geographical stamp clubs who have affiliated with the ATA. These chapters meet throughout the United States.
