Access programs give participants English skills that may lead to better jobs and educational prospects. Participants also gain the ability to compete for and participate in future exchanges and study in the United States. Since its inception in 2004, approximately 150,000 students in more than 80 countries have participated in the Access Program.
Students in the summer program attend 5 weeks of English, math, and science classes in the summer months. Mathematics classes include algebra, geometry, precalculus, calculus, and science courses are held for biology, chemistry, and physics. After completing the program, the student receives one college credit from the associated institution.
From 1986 until 1988, the program was held at the University of Texas at Austin, and in 1989, the program was not held. The Texas Commissioner of Education Dr. Tom Kirby asked Dr. Sisk at Lamar University to plan and develop a Governor's Honors Program, and from 1990–1999 the Texas Governor's Honors Program was held at Lamar.

The proctor is not allowed to access STAAR test content at any time except as mandated by a manual or documented needs of the student.
