It's lack of city government and legal standing make it unincorporated. So, no it does not have a mayor, town hall, etc. although many unincorporated towns have volunteer fire departments. Services are provided by the county. An unincorporated town may be annexed by another city. Although, citizens will have the right to protest the annexation.

We lived in an unincorporated area with about 60,000 people in California for 15 years. With the county spending more time/money on the more problem areas, we always felt neglected, but then we did less need for the county services due to it being a fairly expensive town, with great schools, and location close to major jobs.
Also, some unincorporated areas are within the Glen Ellyn Park District, others are not. There is a separate park district called the Butterfield Park District that serves some areas in southern unincorporated Glen Ellyn.

In the unincorporated areas, city sewer is not available, so septic tanks are the rule. Also, the county has a recycle center, just outside the city limits & the residents in the unincorporated areas can haul their trash to a bin there, for a $50 annual fee.
Unincorporated Cook County follows Cook County Building Codes and zoning ordinances. It used to be that residents of unincorporated Cook had to go to downtown Chicago for building permits; I don't know if that is still the case. You also need to get Cook County vehicle stickers. Advantage: your property taxes and vehicle registration may be lower.

Hello - I'm trying to locate a map, or a list of zip codes that illustrate where unincorporated El Paso County is. I've looked extensively online and contacted the property appraiser's office but cannot locate anything. Thanks in advance for your input/assistance. Happy new year!
If you don't live within the city limits, you live in unincorporated Palm Beach County. You can't vote in Boca city elections and the fees for city recreational services are a bit more than residents pay. The city website has the answers.
