University Grants Commission (UGC; ISO: Viśvavidyālaya Anudāna Āyōga) is a statutory body under Department of Higher Education, Ministry of Education, Government of India. It was set up in accordance to the UGC Act 1956 [ 2 ] and is charged with coordination, determination and maintenance of standards of higher education in India.
The University Grants Commission Act, 1956 [1] is an Act of the Parliament of India. [2] The Act is sometimes referred to as "the UGC Act" and, among other things, regulates central assistance for public universities.
Deemed university, or "Deemed to be University", is a status of autonomy granted by the Department of Higher Education on the advice of the UGC, under Section 3 of the UGC Act. [7] As of 14 November 2023, the UGC lists 124 institutes which were granted the deemed to be university status. [8]

The creation of the UGC was first proposed in 1904 in the report of a committee chaired by R. B. Haldane.The UGC was eventually created in 1918, to address a need for a mechanism to channel funds to universities, which had since 1889 received direct Treasury grants, but had suffered from neglect and lack of funding during the First World War.
